Directly from Ted Roche's notes from the FoxTeach CD:

"The decision as to when to make the switch from legacy WinHelp to HTML Help format depends on your particular circumstances and needs. HTML Help is still in its infancy and newer revisions can be expected shortly. Like all revisions, there will probably be compromises of backward compatibility in order to support new features. Distribution of HTML Help is still somewhat problematic, as IE 4.0 needs to be installed on each client workstation (although not necessarily set as the default browser) in order to display HTML Help."
