The problem is M$ wants IE distributed in a fully usable form or not at all. Making life easier for users who prefer other browsers or developers who respect their wishes is not a priority. Look at the logic. Support for WinHelp is dropped. HTML Help is now the industry standard. HTML Help requires a full install of IE. Therefore IE is an integral part of Windows and not Just Another App. QED to the DOJ.
