>Any ideas on what could be causing this error when trying to run a Runtime version EXE in Windows 95

Any number of things - this is an operating system trapped error that occurs when an application calls for a piece of its memory space from the swap file, and the Windows memory manager can't locate it. Thnigs to check:

(1) Disk subsystem - disk I/O errors to the swap file can and do cause this error. Start by running a Thorough SCANDISK on the system drive (where the operating system files live) and swap file drive (the drive that the Windows Swap file is assigned to; they don't have to be the same.) If the drive passes a thorough SCANDISK, defragment the drives as well; fragmentation of certain critical shared components can cause this, too. Finally, make sure that there's enough free disk space on the swap file drive to accomodate the swap file - if you have the same drive used for both the swap file and temp files, and you're tight on disk space, the temp file and swap file allocations can collide.

(2) Operating system - make sure that the version of Win95 on the system is installed, and has the most current set of patches for the version in place. There have been lots of patches to Win95; if they're using original Win95 and haven't been keeping up, the original Win95 is now about 4 years old.

(3) Runtime install. I the VFP6R wasn't installed with a Setup Wizard created install, and you didn't get things right in the distribution, you may have created the problem for yourself. If you havnen't upgraded to SP3 and the upgraded distribution files, do so and send out an updated runtime install.

(4) Memory subsystem - it is reporting a memory problem; problems with SIMMs, the L2 cache or the motherboard itself could be a factor here, as could other failing components like the disk controller, video board, NIC. Once you've exhausted the software issues, especially if the problem only exists on one machine, a complete hardware diagnostic would be in order. One frequent source of trouble is heat - make sure that all the fans, including the one cooling the CPU, are working and moving air...
