I think this is a good thing, and I think this is why it was fixed.

See what happens is that if you maximize one window all open windows maximize due to the MDI interface. When you now close the form or VFP, all of a sudden all open forms used to get saved as Maxed which gets to the point where pretty soon everything is maxed.

This used to happen to me *ALL* the time and the only way I could fix it was to wipe the Foxuser file. I know a lot of other folks were also reporting this problem so MS compromised a little. I for one think this is good behavior <s>...
