Exactly the same thing happend to me (including head hurting).
Here is how I sovled it.

The problem is not within VFP. It is in the Windows Regitry.
1) Run regedit.exe from the Start Run menu.
2) Under HKEY_CLASS_ROOT, find .bmp and click on it.
3) In the right window select 'default', then select menu Edit
Modify
4) In the value data box put in: paint.picture
5) Quit regedit, run your VFP application.
