There always is an easier way!

I scan in the pre printed form and save it as a BMP.
I insert a graphic element in the report and stretch it to the same size as the original paper form.

Then I have all the lines/boxex in the right place and insert fields. For the detail part of the report, I add fields stretch the detail section to the same size as on the paper.Header and footer are sized the same way.

Lastly I rezise the detail band to one line and make sure the total size of the form is same as the paper. Usually these are 1/2 letter (8.5 x 5.5 inches) or 1/2 A4.

Final tweaking is usually necessary.

And of course I open the report as a table, delete the tag and tag2 field contents and in the expr field I keep only orientation info.

The users printer driver will have to use a custom size which I set.
