My guess is that the Upsizing Wizard tries to change the database's compatibility level to 65 (for SQL Server 6.5 compatibility). You probably don't have permission to do this. Ask your system admin to do it for you. If he or she doesn't know how, tell him or her to use the sp_dbcmptlevel stored procedure.

When I click Next, a message box pops up which reads, "The Upsizing Wizard could not set the SQL Server 7.0 database to proper compatibility level for upsizing.” The only option I am given is to click on Ok.
