This is because GenHTML uses REPORT ASCII to get text for the report and then converts the text to HTML. I am not aware of any way to get from a fox report to HTML and preserve all formatting. You can look into another report writer for this. Another option which IS easy to do is converting to pdf. When you buy the full version of Adobe Acrobat, you get a virtual printer that creates a pdf file when you print to it.
Another caveat of GenHTML: even when you don't need special fonts and graphics, this option is risky for tightly formatted reports. This is because the ASCII clause or REPORT FORM uses the current printer driver to assemble lay out the text in the output file. Different printer drivers can behave differently and can often cut out characters in the output if the layout is tight. I try to avoid TO ASCII altogether because of this.
