In addition to what ed said, read the runtime.hlp in the crystal reports directory. It lists the needed dll files and where they've to be placed. A lot of them could be placed by the setup wizard in the windows\system directory. Some of them must be placed in a separate windows\crystal directory.
You can let do the setup wizard do the work for you when it comes to registering the ActiveX (*,OCX) components.
This applies to the CR 6.0 but i guess this procedure would not be much different in CR 7.0
