Here's another solution. Write a COM object with just one method: GetTime. This method should call the NetRemoteTOD() Win32 API function. It can also make any adjustments for local time, daylight savings time, etc.

Install your COM on the server and access it using DCOM. This would be probably the most accurate method to retrieve server's time.
