How do I tell Outlook to use a proxy connection in connection to outside internet email?

If I dail up it's fine, but in my network connection I get an IP error message.

The TCP/IP connection was terminated by your mail server. Please see "me" about it.

Is Proxy stripping away my ID to them on the way through?
