If some users have local printers on LPT1, the network admin shouldn't force a mapping to a network printer for LPT1.

Again, this is a network administration issue. If all users are having their LPT1 mapped to a specific printer it should be done in the common login script, not individual ones. Instead of modifying your code, perhaps it would make more sense to create a common login script that maps the common printer to LPT2 or LPT3 for all users thereby eliminating the problem for good.
