No, I don't think that there are any problem with Win95, VFP or your app. With only 16MB, it's normal that the swap file will be big. Even if the user close it app, Win95 may decide to keep the existing swap file for performance reason.
The best suggestion you can make to your client is to upgrade his RAM.
