Well, again, it depends. It's really easy to display something like this window I'm typing my message into right now. You can grab the input and drop it into a VFP report or roughly generate a HTML document that might (sort of) look like the documents they're used to looking at. The real issue is the output. You can give them VFP reports via PDF's, PP files, etc. but if the files are too big they're not going to want to use them. Normal VFP reports seem to get served up via PDF pretty quickly, as long as there isn't a ton of graphics in them. This might work in your case.

As an example, I've got a bunch of "Forms" that I let some of my users fill out via a web page. The information they enter gets dropped into a VFP report and printed to a PDF file that they can view online. This usually only takes a few seconds. Maybe something like that would work for you.

What I don't think will be possible is for your users to directly edit the PP file unless they download it first and modify it in PP. That doesn't mean you can't let them manually make their changes via some HTML screen and (using automation) plug that into a PP file.
