Look into the IEAK [???] licensing... let's see - it's the Internet Explorer Something Kit.. but basically gives your company the rights to redistribute the installation set for IE4 with *YOUR* software.

This was the acronym 2 months ago - I wonder if it has changed already ?

in any event - do DIG around the MS site for the licensing information.

AND - you just can't bundle up the installation set and distribute it [unless the licensing has changed in the past two months]
