I found the DLL and I unregistered it then registered it. I still get an OLE Error stating that the class is not registered.

Shell.Application is a feature of the WIndows shell version 4.71 or later - I that the actual provider is SHDOCVW.DLL, which will have already been registered if it's present. It will not be available to older versions of Win95 (pre-OSR2) unless IE 3.02 or later has been installed.
