I don't use Setup Wizard for this; I create a runonce key that wuld start a second script
after reboot, and if it completes, reoot the system. You immediately start the second script. If no reboot occurs, you can eithe remove the RunOnce key yourself and fire the secod script, ir reboot regardless.
