Since Access accepts OCXes, you can easily find a shareware control that fit your need. Have a look at VB section of shareware sites.

BTW, you can write a module called each time screen resolution is changed. If you have the Office development kit, a control named SysInfo fires an event when the user changes the PC settings. This control is shipped with VB as well.
This module could calculate the controls size and position.
