I have been using Install Shield for years and swear by it. I recently created my install of a VFP 6 app with little difficulty. Check out the Microsoft knowledge base for article Q190869. This list all the required run time files that need to be distributed.

There is definately a little more work involved in using Install Shield over setup wizard, but for a commercial application, the results are worth it. Install Shield offers many more options and a more polished install.
