You can use two different resource files, i.e. one for DOS and another for windows.

Fox 2.5 Dos uses config.fp, whereas VFP use Config.Fpw
So you can set following lines in your respective config file :
Fox2.5 DOS
----------
Resource = FoxuDos.Dbf

VFP
--------
Resource = FoxuVfp.Dbf
