Not For Re-sale software is supplied to organizations/individuals that will help market the product; re-sellers, user groups, consultants, etc. MS is not doing the user group a favour by giving/selling cheaply a NFR (at least that is not their motive). They are trying to drum up sales.

I'd have no problem with winning something and then re-selling it; as long as this was in the scope of the law.

However, I think that winning the software then selling it is rather tacky. When Microsoft sends software to user groups, it is clearly marked "Not for resale". That was the intent of giveaways at DevCon, even if not labeled.
