You probably don't need VFP for this. You can edit docs offline then upload them back to the server.

If you want to use VFP, you probably would use either a Web based front end (HTML) or a client side VFP app (standalone or ActiveDoc) to process the data, then send the data to the server, and build the final merged Word doc there.

For the former you'll have lots of options including using ASP, FoxISAPI or third party products like West Wind Web Connection to handle the backend processing.
