FWIW: I had a similar situation when trying to access the component gallery -- kept getting some dumb messages about "oshare.xxxx.xxx.xxxx error not a program, function or procedure..." Tried re-install - no fix, but after un-install, some manual cleanup of left over files, then re-install, then apply SP3, all seems well.... No idea what was missing...

Oh, well, the joys of M$ and Windows...
