Yes, several of us have reported problems with cursors used for reports, but only under certain circumstances, such as when the report is run (Report Form...) from toolbar, menu, or different form, but cursor is created in a another form...this is independent of datasessions, but you should check to make sure that's not your problem, too, of course...

My workaround has been to call a button or method on the form where the cursor was created from the menu/toolbar/other form, and someone else also said this worked for them...
