I did a very small project using genhtml, and basically by trial and error figured out that you need the following files to use genhtml in an EXE:

_base.prg,_base.vct,_base.vcx
_html.h,_html.vct,_html.vcx
genhtml.dbf,genhtml.fpt,genhtml.prg
runcode.prg
setobjrf.prg
