Here's some more information that I've received from someone else who is working on this problem with me. (By the way, we are using VFP 6, SP2.)

There is one report that gives the error which isn't based on a cursor, so that is not the problem. This error has been showing up for a while, so about a month ago we put code in that would open the report file as a table, copy it to a temp table, clear the Tag and Tag2 fields of the first record, then run the new report. The problem we are seeing now is that the code appears to be bombing when it tries to open the original report as a table with a "File does not exist error". This seems odd, since the report is included in the .EXE.

The users seem to get this problem the first time they run a new version of the .EXE, and will get the error repeatedly until they shut down the program and start it back up. Then the error is gone. The real strange thing is that it doesn't happen with all of our reports, just the ones that we have created from scratch since converting from FoxPro 2.6. Since it is so inconsistent, I can't say for sure whether ALL of or new reports suffer from this problem, but all of the reports that we have seen experiencing this problem are new ones.
