FWIW, Your users ought to be able to dock the toolbar wherever they want to, it's kind of a Windows standard interface issue. Remember that some users may have a very large desktop available and you are inhibiting them from using your software they way they want to use it.

If you are wanting to prevent side docking because you have some sort of "wide" control (like a combobox) in the toolbar, then typically that control is replaced by a button that launches a dialog to get the value. When the toolbar is undocked or top/bottom docked the wide control is used again.
