To me, a moderate-speed Celeron or PII with at least 64MB RAM and lots of free disk space is in order for Win98; more memory and disk is a good idea for NT. A solid video card like the Matrox G100/200/400, or the current ATI All In WOnder or Diamon Viper with the nVidia reference driver.

Other things:

A UPS
The biggest monitor you can put on the desk, and lots of vidoe RAM on the card
V.90 modem or better.
Tape backup capable of fitting the whole drive on a single tape.
CD-ROM burner.
An MSDN subscription
