To add to what to John mentioned:

Use an Active-X scrollbar.
If you've already go all your controls in a container, put that container in a new container, along with the scroll-bar and when you change the value of the scroll-bar, change the top property of the inner container to simulate scrolling. That should be enough to get your ideas flowing...
