Since you have tried both clients--MicroSoft and Novell--I would still have to believe that there is some sort of hardware problems. Also check the 3.12 server to see if there any anomalies. Typically Novell will report a problem.

FWIW, we have a 3.12 server and we were getting similiar problems. We upgraded to twisted-pair cabling and our problems disappeared overnight.
