I use SyGate as an IP router which is running on 98 machine (the development one).

No, just use localhost or your own ip address on the submit i.e. http://localhost/wc.dll?wwdemo~clientlist or something like that.
Of course, you'll have to change that to the server you're going to be hitting when you move it.
