I saw a documentary on TV which said, that due to the complex production process, they could not deliver as much tanks as they should.

But aside this, well o.k., I think i get your point and there is certainly a lot to say about your interpretation of the word quality. We have both a somewhat different inpterpretation. Let's agree in disagreeing about the spoken law (I know that i'm not able to convince you :-) ).
