It could be an out dated DLL, see KB article:

PRB: OLE Error 0x80040154 "Class not Registered"

They are using the RichText control as an example, but this probably applies to the DatePicker also. Good luck in trying to find Oadist.exe, because I can't find it. I think Microsoft is restructuring their website.
