Your problem description leaves out the one piece of information that might provide the solution.

Is there any chance you're doing the REPLACE in the target table while in a different select area that might be at EOF?

REPLACE doesn't have any effect if you do a REPLACE in another table while at EOF in the current select area. I'm told that this is by design, but it's a pain in the neck anyway.

Forgive me if I'm stating the obvious. This one has bitten everyone.
