Try changing the value set in CONFIG.SYS for FILES=; the largest allowable value under Win9x is 254, and the default value if none is specified is 'way too low, 30 or 40 as I remember. There's some slight cost per additional supported file handle in conventional memory use in each VDM you open, but unless you're running a DOS app that needs the absolute maximum amount of conventional memory possible, your Win9x environment should not be adversely affected.
