I've found this to be unreliable - we have seen many things which are cured by zapping or deleting foxuser.dbf, and browse preferrences are stored there. Too much of a hassle.
Instead, you could define two windows, calculate their positions etc (or create two forms in a formset and use their names as window names), and then
modify memo memoname window memowindowname nowait
browse window browsewindowname
This way your window definition is stored in your program (or .ini file or wherever you want), which is far more reliable than resource file.
