i have table of rate that looks like this

code country rate 1 rate 2 rate n
011557 Colombia .23 .22 .28

what i need to do is verify the number dialed like
my customer has a preset of rate2
if a customer made calls to 0115758999991 means that it was made to colombia..
what i need to do is return .23 cents to the grid..
i know the database structure is wrong...but it was given to me liek that...every day we put in about 3 new rates in the usa..
