Check for any invalid paths (i.e. malformed) especially in any SET PATH statements - an accidental trailing semicolon can change paths and make them invalid and VFP will report the error as too many files.
E.g.
SET PATH TO C:\THIS;
* Comments here
Will give you a path of C:\THIS*comments here
Just an idea (yes, I've had this problem).
