Legal in Canada, as far as I know, so I can't relate 100%.
But I can speculate on my actions:
If I were upset by the telemarketing call, I would use Call Display or the Last Caller feature and I'd record the solicitor's phone number and contact the authorities.
I can also tell you that just because something is against the law, I don't necessarily report the activity to the authorities. Some illegal activity doesn't bother me. Thought control...not here.
