Second Edition is not a free download; it's an upgrade, and will have a cost, so you can't download it. It said so right in the article on ZDNN. You can order the update through Microsoft I think at this point in time, and will be shipped a CD when they start shipping.

Since it will be a retail piece of software, not a Service Pack, you will not be able to just download the components of SE without purchasing the upgrade later this month, either.

You'll have to own an existing copy of Win98 to get the SE upgrade CD; if you want to upgrade from Win95, I think the cost will be ~US$109; that's the announced retail price, at least.

If you have an MSDN Professional or Universal subscription, Second Edition can be downlaoded from the MSDN subscription update site. But you have to pay for the appropriate subscription to use the subscription-only site. TANSTAAFL.
