An APP can call a second APP, but the second APP will act like a separate application, not like it's part of the first one.

Yes, there are accounting applications that sell modules separately. But when you buy another modules, you are receiving a component that is incorporated into the main one (like COM) with possibly a GUI to launch that module separately.

You mean FP DOS? Converting a FPD app to VFP will require a lot of work. IMHO, with the time required just to make it run under VFP and given the poor appearance (not to mention that it will be harder to maintain), I would strongly suggest that you rewrite it from scratch in VFP.
