I did that (just to be sure) but still have the same results. Using the command window,if I issue DO PHILONLY.MPR, it appends nicely after the system menu.

The problem is that I am replacing the system menu during the main program using the command DO QMAIN.MPR, which puts the custom menu up. If, in the next bit of code issue DO PHILONLY.MPR , it doesn't append to QMAIN, it replaces the first pad of QMAIN (the File option).

Color me confuzzled!
