So what is the best way to figure out the to date when we have a from date of say 12/01/1999 and the lead time is 17 months. Any help would be appreciated.

Sorry Bret. An example to explain my question. If they ask to make the end date one month from July 1. Should the answer be?

August 1 (1 calendar month)
July 31 (30 days)
July 29 (4 weeks)
