I'm not Michel, but I'll give it a wack.
#1. Anyone with an account, Basic or PUTM can post a new message or respond to an on going thread.
#2. If you post a message and someone responds then you will have a number show up under the mailbox Icon. The number will represent how many responces you have gotten. If you click on the mail box a list of those responces will appear in the message frame. You can click on them to see the responces. Neat?
