There's no documentation provided to do this - you could try hacking the SETUP.STF file, which scripts the process, but it's dangerous, and you'd have to redo it every time you regenerated the Setup distribution.

I'd recommend going to another install package to get better control of the look and feel of the install (InstallShield Express for example). You can incorporate the runtime install created through Setup Wizard as a step in the install process; it can be fired silently using the various /Q command line parameters from inside the other installer. If you go this route, I'd recommend that you only use the Setup Wizard installer to do what it does well - install the VFP runtime, and have the other tool handle other issues for you.
