There are laws concerning the use of the public telephone system for harassment. One phone call to your local phone company should do the trick.

I did this once for a company I worked for. After repeatedly asking to speak to a supervisor (and being hung up on) I called the phone company. They traced the phone call, found the billing contact and - while I stayed on the line - phoned the offending company. They got mighty polite after the operator warned them that she could have their lines disconnected for harassment... 8^)
