Yes. SQL Server 6.5 does not have the ability to dynamically resize database storage like 7.0. If you find that you're almost out of space, you'll have to resize the database using the SEM or the ALTER DATABASE command.

Under normal conditions, a DBA will use expand the database more that shrink it. How often will depend on the growth. Monitor you database space usages on a daily basis and you'll be able to determine at least a gross indicator of growth.
