FOXTOOLS.FLL normally would be in the same directory as VFP. So if this is a runtime application, it's probably in the WINDOWS\SYSTEM folder along with the runtime files for VFP. It sounds like your installation isn't even installing it, and it's just finding an older version from some other APP there. It doesn't need to be installed or anything so you can probably just copy your FOXTOOLS.FLL from your developers version.
