No, that's the way it is. It's not really the '0' that's important, it's the keyboard's scan code for that key position that's actually used. It's just like the capability to enter any character from the keypad by holding down Alt and pressing the 3 digit ascii code for the character on the keypad and then releasing the Alt key. You can't use the top row of numbers to do that. Ahh, consistency!
