I'd recommend saving them externally and putting a reference to the files in the database. I've tried both storing it internally and externally in a mugshot application and the external method is safer and more flexible because you can move your images onto whatever storage medium you chose without moving the database there too (ie CD-ROM, WORM, SAN, etc.)
